Citizens / Clients Charter


About ourselves.

The Department of Immigration and Emigration was established for the purpose of maintaining a legal
control in terms of act No. 20 of 1948 and regulations relating to the amendments with the object of
providing a quality Immigration and Emigration service as well to take action with regard to foreigners
arriving in Sri Lanka and those remaining in the country.

The Department of Registration of Persons of Indian Origin was established under act No. 14 of 1967 for
the purpose of carrying out activities in relation to citizenship of persons of Indian origin.

A large number of divisions have been set up in the Department of Immigration and Emigration for the
successfully carrying out of these activities.

In order to provide them with a more efficient and satisfied service, new projects were introduced to
further strengthen the process of issuing of computerized passports begun in 1992 and also to protect
the computer system. These activities helped to successfully take forward the immigration and emigration
activities, which is becoming an essential and complex service.

Effecting various administrative changes in order to realize the efforts made by the department to
prevent international rackets in violation of immigration and emigration laws as well as taking action
with regard to immigrants engaged in activities detrimental to the credibility of the country, adopting
various activities to facilities foreigners to enter the country and facilitate their stay without causing
damage to the economy, society and culture. These procedures have been adopted in order not to
weaken the arrival of foreigners and to safeguard the image that “Sri Lanka is a country friendly to foreigners”.

Our activities
   1. Taking action to permit persons to enter and leave the country acting within the purview of the
       Immigrants and Emigrants Act.
   2. Issue of passports to Sri Lankans.
   3. Issue and extension of visas for the arrival and stay of foreigners in terms of the Immigrants and
       Emigrants Act and related regulations.
   4. Prevent the arrival of aliens; carry out investigations o gather information relating to foreigners
       staying illegally in Sri Lanka and to extradite them.
   5. Issue of Visitor Visas to foreign investors and professionals.
   6. Registration of Sri Lankan children born abroad to Sri Lankans citizens as citizen of Sri Lankan.
   7. Granting dual citizenship to Sri Lankans who have obtained foreign citizenship.
   8. Issue of passports on applications directed by Sri Lankan Diplomatic Mission and High Commission
      Offices, by Sri Lankan citizens living in these countries.
   9. Carrying out action with regard to citizenship of persons of Indian Origin.

If an application is made for a separate passport for minor, the birth certificate and photocopy of the child’s birth certificated from IE Form 35 (Form ‘K’) and letter of consent of parent and a photocopy of page where names of children are included in the spouses passports and data page.

 

In instance of a lost passport, a report from the closest Police Station and penalty of Rs.10,000/- in addition to fee.

A clear photocopy of the Indian Passport last obtained by the applicant should be attached to the application.

 

A clear photocopy of the first Passport issued to the applicant if available should be attached to the application.

 

* Since children born on or after 11.11.2003 to parents entitled to citizenship under this Act by descent, they should not apply for citizenship under this Act.
